The recent entry into force of the EU’s SES2+ legislation, along with new reports from EASA and industry, have reinforced the case for accelerating ATM transformation. Modernising ATM could reduce aviation’s carbon footprint and help alleviate air traffic congestion. The SESAR JU, which is leading Europe’s ATM modernisation, is now implementing the recently adopted European ATM Master Plan – Europe’s strategic roadmap for ATM innovation.
ATM modernisation is gaining renewed political momentum, with its objectives closely aligned with the priorities of the new European Commission. From strengthening Europe’s security and sustainability to enhancing competitiveness and harnessing partnerships, these priorities are reflected in the European ATM Master Plan. This alignment reinforces the need for sustained investment in ATM research and deployment to deliver a greener, more efficient, and resilient airspace.
More than 550 attendees at this year’s SESAR JU annual conference discussed how the SESAR community is moving forward with the implementation of the Master Plan. This included the recent launch of new research calls worth €254m to drive the next wave of ATM innovation and advance critical technologies. More than 40 SESAR projects showcased innovations already in the pipeline during the conference.
The industry’s determination to transform ATM was also reinforced, with additional partners committing to implement a new service delivery model for ATM in Europe that will allow more rapid upgrades to ATM systems by taking advantage of data-driven and cloud-based technologies.
ATM modernisation holds significant value for the economy and society at large. A more efficient and reliable air transport system will enhance connectivity and boost economic growth and development across the continent. It is estimated that every €1 invested in deploying SESAR solutions will generate a return on investment of €17 by 2050. Factoring in broader socioeconomic benefits, this figure rises to €53 per €§ invested by 2050.
These modernisation efforts will also play a key role in the sector’s green transition, with up to 400 million tonnes of CO2 emissions saved by 2050 – equivalent to nearly three years of Europe’s total aviation emissions, while also mitigating non-CO2 and noise impacts. The conference also heard how a smarter and more resilient ATM system will support Europe’s ability to respond to growing security threats such as cyber-attacks.

We now need to mobilise the necessary investments and create an enabling regulatory framework to make Europe the most efficient and environmentally friendly sky to fly in the world,” said Andreas Boschen, executive director of SESAR JU.
