Angola’s Ministry of Transport has launched an international tender for the management of Dr. António Agostinho Neto Airport (AIAAN) in Luanda.
This concession will be for a period of 25 years, extendable for a further 15 years, and national or foreign companies, individually or in consortium, will be able to participate. Applications must be submitted by February 16, 2024. The Minister of Transport said at the event that he anticipates a tender with the participation of several contenders, due to the many demonstrations of interest that have reached him.
“It will certainly be a very competitive tender, judging by the presence of the most important airport infrastructure management companies worldwide at the event held on September 19 – where we made the first presentation of AIAAN to private investors – and by the various manifestations of interest we have received from investors, airport managers, chambers of commerce and the heads of the business areas of the embassies of various countries, who frequently request information about this tender,” said the minister, Ricardo Viegas D’Abreu. During his speech, the Minister of Transport recalled that in recent years Angola had made profound changes in the field of civil aviation and carried out a wide-ranging reform in the areas of migration and tourism. In addition, it provides an attractive business environment and, very importantly, guarantees legal certainty for any and all investments.

“We have created all the conditions for the operator who wins this tender to manage this strategic infrastructure for the development of national civil aviation, business, the economy and strong support for regional and global civil aviation,” said Ricardo Viegas D’Abreu.
The eligibility criteria for interested companies, either individually or as a consortium, include financial capacity (which must exceed $150m) and the management for a minimum period of three years, between 2018 and 2022, of at least one airport with a capacity of at least 10 million passengers per year. To access the tender specifications and all the complementary documentation, tenderers must settle a payment of $75,000.00 or the equivalent in kwanzas (the national currency of Rwanda) at the exchange rate of the day of the National Bank of Angola for the sale of US dollars.
